I have just installed wamp php version 5.5.1.2 . It all works correctly and using phpmyadmin I can see the database tables

I then installed nusphere 13.0 and used the project wizard
I got the error -130 debugger not installed do you want to fix this
I click yes . Server now longer works and I cant access localhost

The only difference I can see is that the php.ini contains the following lines
zend_extension="c:\wamp\bin\php\php5.5.12\ext\dbg-php-5.5.dll"
[debugger]
debugger.JIT_enabled=Off
debugger.JIT_level=3
debugger.hosts_deny=ALL
debugger.hosts_allow=127.0.0.1
debugger.ports=7869

if I comment out the first line the server will work again
I can see that dbg-php-5.5.dll exists in the ext folder

It will be easier if you contact support and provide all the details such as phpinfo() output, your OS details and phped settings.
But if you want to try to resolve the problem yourself, check the module installed. Even though you have 64bit OS, it does not mean that your php is also 64bit. In case of 32bit PHP, 64bit module will not load. If your php is 64bit, but the module is 32bit, it won't load either. All such errors are reflected in Apache's error_log. Check it.
