why always tab instead of spaces?

I unchecked "Use tab character" in Editor Settings.

But phped always inserts tab instead of spaces when I press the tab key. Is that normal?

It works fine for me.

Smart Indent Mode
"Use Tab Character" - off
"Smart Tabs" - on
"Optimal Fill" - off
