When running remote debugger does it pick up server php.ini

I have my website in a subdirectory say mywebsite/catalog.
php5.ini is located at mywebsite
my project points to mywebsite/catalog

will the debugger load the php5.ini settings when I point my browser to to ww.store1.com/catalog?

debugger has no relation to php.ini at all. It does not open php.ini and does not even know where the file is and if it exists at all.
Php should pick your php.ini up. In this case it will load dbg and let dbg see its settings.
