First of all, happy to see the DBG listener antenna in the tray again.

However, with v14 it is blinking (the red dot comes on) periodically - about once every 3-4 seconds and the following error message is logged:

7/1/2014 10:56:43 AM Listener is stopped
7/1/2014 10:56:43 AM Failed to start DBG Listener, OSERR (10048) 'Only one usage of each socket address (protocol/network address/port) is normally permitted.'

What does that mean?

V14 does not have any antennas.
What you see is dbglistener of an old version which you didn't properly uninstall or failed to install over or just played with copying files.
This won't do. You can't use arbinary versions of dbglistener interchangeably
