Looking for a way to shorten how long the tooltip remains showing? I was, and it was easy once I figured out that Tools>>Settings>>IDE["Code insight"]["Delay" slider] controls both how quickly the tooltip appears and remains showing before it disappears. You can also drag around the tool tip bubble while it's showing to position the default popup screen location relative to the hovered item.
