+1 I think, this is a very valuable feature.
Add support for Laravel or CakePHP version 500.87151 isn't. (And btw this is what you add in your 15 version).

it's not clear what would happen to the selected block if it does not begin with the lest-most character and/or does not end up with the right most?
Suppose we have it implemented and we got the following text:
123456
ABCDEF
GHIJKL
MNOPQR
where selection starts on D and ends on J, then we press ctrl+shift+up. What is supposed to happen?

glad to see you being open to dialogue Smile

Here are my thoughts.. IMO we should ignore characters being selected and instead look at lines selected characters are on. We're moving LINES up or down, as opposed to selected characters.

1. Simplest case - nothing is selected, the line under cursor will move up or down after ctrl+shift+up
2. If a part of single line's text is selected - we could treat it as if the entire line is selected
3. The case above from your example - lines ABCDEF and GHIJKL will be moved - it does not matter that A,B,C,K,L are not selected - the intent is to move lines and not symbols
