right.
But with the first option, is there any reason to have two different keys to work exactly the same way?

For familiarity and standardization. Some IDEs use ENTER, some use TAB. Dreamweaver, for one, uses TAB.

TAB not same as ENTER in autocomplete in 4.6.3
