After going back and forth with support a few times for debug information, the latest release (5.6.0 Build 5641) has finally fixed this long standing bug.

This was not a bug at all. Debugger can not trigger debug session with php-cli while register_long_arrays is OFF and auto_globals_jit is ON. We implemented a workaround for this combination.
