It's already there by default. Open the Explorer tab and right-click anywhere on your files, the Tortoise menu is under the Shell menu...
It's also easier if you setup a project, then you can also use the project view to manage your files using SVN... |

ygirouard is correct. Once Tortoise SVN is installed, you don't need any additional steps to have SVN supported in PhpED.
Repository Browser is a part of SVN, so you may want to learn SVN manuals first. |

...and don't forget: to speed up context menu and access SVN through PHPEd, just hold CTRL and click on right mouse button on any file in your workspace.
