Is it possible to allow scripts running in the environment to access programs on the filesystem, similar to the way HTA applications work in windows. This adds an extra dimension of possibilites to the application, we currently distribute a cd of apps and use htas to write nice looking html interfaces that can use the windows scripting host to launch these apps and display content from html, adding the power of php applications to this would be great for us.

I think yes. What phpdock runs is just php and you can use it in the full extent. For example you can create instance of COM objects (wich as Word.Application) and work with them (for example prepare and print reports).
But why did you call it "Security Privs"?
