You could try WinMerge. I used it before activating CVS and it does the job. Interesting to see that the WinMerge installer (as opposed to the zip version) was aware of TortoiseCV ...

Just gone through the CVS setup in 5.2 myself. The internal CVS mechanism (...\nusphere\phped\CCvs\cvs.exe) does not implement icon overlays. It works but I really wanted the icons so ...
