I have just installed PhpEd 5.9 (evaluation )on Windows Vista with WAMP installed. (PHP 5.3 and Apache 2.2.11)

I ran the setup wizard to use web server located on this machine. Document root C:\wamp\www and url http://localhost/

I have a single .php file which posts to itself.

When I run the debugger I can single step through to the end of the script the page displays with submit button. But when i fill the form and click on Next the script just runs without stopping at the breakpoints I have put. How do I set things so that I can single step after clicking the submit button?

You may want to turn Debug Sessions on. See tools->settings->run & debug.
If it does not trigger the debugger, you may want to check what tool is filtering out cookies, DBGSESSID in particular.
