It doesn't make sense to me that pressing F2 while in the code editor window should activate the "Workspace" pane and selected the text of a filename ready for renaming. If there are other such cross-IDE keyboard shortcuts, I believe they shouldn't really be there either... It would free up these common keys for other more contextually-useful shortcuts.
I believe this is the reason that confusing shortcuts exist in the IDE because of the above: the more logical alternative is already assigned to something else. In this particular case, I don't know what else you might use F2 for, but I do know that there is no correlation between F2 (file rename) and SHIFT-F2 (find matching brace) which makes it harder to remember either.
Side note: kudos on that file-rename on an open file renames in the editor as well.
