Подскажите, реально ли с помощью PHPEd'a редактировать файлы в кодировке UTF-8

Yes, in PHPED 3.3 you can edit files in UTF-8.
Please note that the editor always works in system default code page (whatsoever Win1250, 1251, 1252 etc etc etc), but results can be saved to or be read from files in any codepage including UTF-8, KOI-8, ISO-8859-1, IBM866 and so forth. About two handred codepages are available.
