Where can I download the beta version of the PHP 7.2 debugger?
Neither in the download area nor at dmitri or on any other site can I find a beta version of the PhpEd Debugger.
Or is it another debugger from another provider?

@diddy: You probably need to contact NuSphere and apply to be a beta tester.

Eclipse and PHPStorm are looking more attractive every day.

But does PHPStorm support the debugger?

Yes PhPstorm would be my first choice. I've tried the trial and it was pretty neat. There seems to be a lot to learn (learning is good ).

My only concerns are its memory footprint and general performance on my aging hardware (and my aging brainware).

I've had similar issues with Android Studio.

I find it not nice that NuSphere does not provide beta versions in the update subscription.

Where is changelog for PhpEd?

This "New Features" page covers the changes in major version release.
Change Log is available for fixes/updates within major release only

19 is not major?

19024 was initially released as v19. Change log is *not* available for it.
