Is it just me or "Reopen last file" doesnt work in 16, 16001 ?

i use shortcut like in firefox,chrome - ctrl + shitft + t. It looks like the whole editor is "refreshing" or something like this.

When I tried it in 16020 it reopened the last workspace instead of the last file I worked on. I used the mouse, right click on the tab bar and click on the "Reopen last file" menu item.
