I see three problems:
a) dbg 2.11.x can not be used with PhpED. Please use 2.16.x shipped with it.
b) Remote root in the project settings should point to the DocumentRoot (see apache settings), for example /var/www/html
c)

Many thanks to mp Very Happy !!. I was banging my head until I read this:

The debugging system consists of two parts: A "server side" (PHP extension module installed on the webserver machine) and a "client part" (the DBG listener running on your local (WinXP?) box). The former can be checked by looking at phpinfo() output, the latter by running netstat on your local machine or looking at the systray.)

I installed the remote debugger module OK. I had the local PHP DBG listener shut off though, not knowing that it was integral to the process. Embarassed
