Newbie: Remote debugging on 3rd Party Server

Sorry but I can't quite figure out whether I can upload the debugger onto a commercial ISP site and use it. IOW, it's just PHP, right?

debugger is a php extension, a platform-depended binary and should be installed by personnel who have appropriate rights / permissions to install php extensions. Some ISP provide virtualized apache+php and an access to private php.ini where you can add debugger yourself. Some others do not allow this.
