When I select menu "Files->New" theres not option for a plain text file (TextFile.txt).
This would help from not opening a second editor just to create a file or creating and renaming it.

PhpED -> Tools -> Settings -> Associations -> PHP4 -> Edit -> (add ;*.txt) to the end of the list.

As a bit of extra info: there is a "templates\" folder beneath the installation directory. That folder contains the "empty templates" for all files you need.
The catch is, like Lats already pointed out, that it only shows those templates who's extension is actually assigned to a type under Associations.
