+1 definitely yes, but I would keep this low priority, since it is partially implemented through file explorer (if e.g. TortoiseSVN on Windows is installed)

You can do it easy by yourself. Just install TortoiseSVN and define commandline parameters at Tools -> Integration.
List of commandline options can be found at TortoiseSVN manual, Appendix D

This will never be implemented because its already available through the "shell menu" item in the file/folder popup menu.
(make sure to install the 32 bit version of TortoiseSVN or it won't show up)

I yet did not see any built in Subversion client, who would be as is functional and convenient, as TortoiseSVN

Or it is primitive and a little functional (NetBeans, WaterProof PHPEdit), or very inconvenient (SubClipse, Subversive (Eclipse,Zend Studio))
While, the best client, on a combination convenience / functionality / simplicity of work is TortoiseSVN
