-1 lets not get carried away. there are other excellant tools for this, let them focus on their strengths and phpED focus on php, js, etc

+1 definitely yes, but I would keep this low priority, since it is partially implemented through file explorer (if e.g. TortoiseSVN on Windows is installed)

You can do it easy by yourself. Just install TortoiseSVN and define commandline parameters at Tools -> Integration.
List of commandline options can be found at TortoiseSVN manual, Appendix D

Yes, this is possible as well as other workarounds, but we are talking about NATIVE support here, because many users are not as experienced as you and may have problems with extra configurations.

I tend to agree, it is not necessary, however it would be nice. Since there is CVS support already, my guess is, that it should not be that difficult to alter it for SVN.

I use the built in svn and it always uploads one file at a time, creating 20 some commits, am I doing it wrong or is that a limitation of how its done? because I would really appreciate better svn support....

I yet did not see any built in Subversion client, who would be as is functional and convenient, as TortoiseSVN

Or it is primitive and a little functional (NetBeans, WaterProof PHPEdit), or very inconvenient (SubClipse, Subversive (Eclipse,Zend Studio))
While, the best client, on a combination convenience / functionality / simplicity of work is TortoiseSVN
