start debugging <? echo "hello"; ?> and look at $_COOKIES[] array in the GLOBALS.

Sorry, still don't get it?

When I step through:

<?phpinfo()

echo "hello";

?>

And look at $_COOKIES in the watch window, it simply tells me UNDEFINED?

Can you give me an exact example of what the code should look while debugging phpinfo() to be able to echo or see $_COOKIES?

If at least after one successful debug session you see that this array is undefined, it means that cookies are prohibited by some 3rd party software or by IE itself and in this case phped has nothing to do with continuous debugging of multiple pages. Have a look at the IE and other settings to track down the problem. Your cookies seems do no work.
