If you have timeout, it means that traffic is blocked somewhere. Mostly like in your inbound router or in the web server context. If it's linux is running on the server, I suggest to check Linux SE service to unblock outbound connections from the web toward your location. If that's not allowed due to policy or something like that, you'd better use SSH tunnel. In this case you'd not need any addresses other than localhost.
