Installation problem with evaluation copy of PHPed 3.3

while installing or when I try to execute I get the following error - 'The procedure entry point SHGetSettings could not be located in the dynamic link library shell32.dll'.
I'm using WinNT. How do I sort out this problem ?

It's known problem in PHPED 3.3.
It can't run under Windows NT 4.0.
Fix will come with PHPED 3.3 service pack #1 release.
