How to show Problems Tab

I've looked and looked for the way to render the "Problems Tab" on errors and can't find it. Been thru the Code Insight settings several times. Get the tiny red on the right bar; but not the Problem Tab at the bottom, like the manual image shows.

It's under View/Tabs
