IDE displays tips for all methods (static and class methods)

and when working with an object, display hints only the methods of the object

IDE shows methods that you can call. Even if you use a variable with a class instance for calling a method, it does not mean that you can't call static methods of that class. So the IDE shows them all. On the other hand, if you're about to call a method using class name followed by double-colon, only static and constants will be shown.
