Looks like Windows 10 bloody file access permission issue.
Happened to me, even though with other stuff. It's very hard to track down. - How did you execute command - with or without admin privileges ? - What is your account type - local admin or user? Most likely Win10 determined that your directory "C:\Users\Public\Desktop" has not sufficient privileges for the installation process thread. But why - if did not fail anywhere else during installation process - it almost impossible to track unless you provide more tech info such as: - what object is the owner of the directory + what are its permissions for that directory, - what object is owner of current process that attempts to create symlink If you knew that than it would be possible further to: 1. either adjust/change directory owner/permissions 2. or check whether executing process has correct owner (most likely it does) Win10 introduced many frustrating issues related to file/dir access control. |

Error code 0x80070005 means Access denied. As of what was denied -- I think it's product icon on your desktop, according to your screenshot background wondow. You can either provide permissions or uncheck create icon option in the setup

Got to love Windows 10's new "features". Executed without admin privileges, but could do so. Icon on desktop showed as read only which is likely the issue. Appears that the rest of phped's install went as intended, so maybe no issue? |
