seems you have broken php installation and time zone settings are missed in your php.ini -- which is clearly indicated in the message you're getting.

no, you don't, at least not in the php.ini loaded by php.exe otherwise you'd not have this message.
But you definitely have "allow_call_time_pass_reference" setting which is deprected. |

I Checked the php.ini that was being loaded by php.exe. I found out I was not updating the correct php.ini. DBG is working it gives errors but its working.
