default file encoding in project settings

Hi,

some of my projects are'nt in UTF8 (which is my default encoding). So it would be nice if i could specify this setting in the project-settings. Maybe like the Mapping->"Run mode" option. So i could have a system-default setting (in my case UTF8) and a project-setting which overrides the system setting.

it even has default encodings for the project sub-directories.
