I found what I previously had seen at http://www.nusphere.com/products/php_smarty.htm.

Unfortunately, it doesn't seem to step into the template. I can't even get the code explorer to show my external directory of smarty templates, even though it is mapped the same as all the other folders my project uses. It only seems to want to show folders with php files.

Smarty is a class that converts tpl templates into php code. Of course you can debug this generated code if you step into Smarty's display/output methods, but you can't debug original tpl files, they are not php.
