When running Project Wizard, the debugger windows gives error:
Error: (-105) Failed to request dbg-wizard version (IOHandler value is not valid)

as follow (i cannot seem to upload image here), so I paste the link I got from free image hosting, I upload the error of the image there):

What is happening? I think I got all the settings right, but the error just threw without additional information on what to do to solve it.
I'm running an old version of Nusphere PHPed 19523 from 2022, but I think that is not the cause of the problem

It is the root cause. You need to update.
We update web site to provide content only via SSL encrypted communication, meaning https. Unfortunately it impacted old versions that were not expected to download dbg-wizard from an https url.
New version works fine with https.

So basically my old PhpEd version is useless now? and I'm forced to pay to update to the new version?

It's already not receiving any updates, you need to renew the license if you need to receive updates and new features.
As of whether the version you have is useful or not - it depends on what and how you use. I doubt it's useless and no, you're not forced to do anything at all.
