Hi,

can you create macros so a key combination will do pre defined keystrokes or insert predefined txt?

Have you tried ctrl-J (code templates in editor settings)? Doesn't that provide you with what you want?

Sure. Just use the pipe character and code templates. If you for example have code template like this:
Code:
<strong>|</strong>
and you select "some text", invoking the code template would result in replacing the pipe character with the selection resulting in
Code:
<strong>some text</strong>
