I think that the best is to collapse only multi-line phpDoc or to create three different options – collapse (all) phpDoc, collapse single-line phpDoc and collapse multi-line phpDoc. I'm not sure if someone will use the option to collapse only single-line phpDoc, but I'll personally use the option to collapse only multi-line phpDoc.
