CGI / FastCGI has stopped working

A problem caused the program to stop working corretly. Windows will close the program and notify you if a solution is available.

if I debug php, or if I run php code

tried 8080 - 8090 server ports, checked/unchecked bind to localhost

Do you think somebody can help you with a product 4 versions behind? Most probably you screwed something up: for example installed a broken php binary or used a php script that crashes php engine.
