Is there any way to get Phped to automatically open a file with all the code folded? Right now I have folding enabled, but all the files open with everything fully expanded, which is annoying for navigation

I don't think there's a way to fold everything automatically, but the file state should be saved. So if you fold items, they should still be folded if you re-open the file. Probably not much help, but still...

Did you try Code Foldoing->Collapse All in the editor's popup? Feel free to assign this command with a shortcut (see Tools->Settings->Editor Shortcuts)
