Bug: Code completion doesn't work properly

There is no local variables in code completion popup if you are editing text after "::" (scope resolution operator: class::method())

It's known problem and has been fixed in hotfix build 4037.
This fix is available to our customers per request.

Finally it will be released with phped 4.0 update pack #1.
