It is also weird since when I go to the Code Folding settings, it shows the same comment block in the correct format.

Is there any way to modify how this auto complete is formatted or could is be some setting that I modify that is forcing the formatting to look off?

if you expect an EXTRA space in the *Doc comments, why don't you turn this option on in Tools->Settings->Code Comption->Extra indent for xDoc?
