Make sure that Browser is associated with urls.
Just create a file nameed website.url with the following content and try to run it
if it runs your browser everything is okay, if not you need to check browser or maybe registry. Registry should contain: in HKEY_CLASSES_ROOT\.URL the default value should be something like InternetShortcut, then having that value in the following path check this value: HKEY_CLASSES_ROOT\InternetShortcut\shell\open\command |

Suddenly, I am having this problem too.
If I open an HTML file, it opens in IE. If I do the test described here using website.url, it opens in IE.
Here's what HKEY_CLASSES_ROOT\InternetShortcut\shell\open\command contains:
