I have some quick questions:

1. What's the main differences (or new features, improvement, etc.) between PhpED 8.1 and 10.0 version? Is there any online documentation about this or can someone please highlight some of the differences?

2. I assume that both 8.1 and 10.0 would work equally good on Windows 8 right?

3. I'm running a "customized" version of xampp 1.7.4 on Windows 8 right now. Would I run into any problems to setup PhpED 8.1 or 10.0 correctly with the debugger with xampp 1.7.4 running on top of Windows 8? I can't really upgrade xampp 1.7.4 at this point for special reasons...

v10 will run under W8 for sure.

3.
Xamp is expected to work. All you need is select correct debugger module and add it to php.ini.
