How to preview html with linked css

I am really new to PHPed but have looked everywhere for a way of bringing up the html page and styling it with the css sheet -. I can load (or create) both in the workspace but cannot find out how to "link" them so the html page displays in preview mode with the css styling.

Probably right in front of me but cannot see it or find the method in the help or manual. Unless it is not a feature

PhpED can display a full preview for a pure HTML page and does correctly use both relative & absolute CSS stylesheet links. The Preview button is normally at the bottom of the editing panel, next to the Source button. If you drag & drop a CSS file onto a HTML editing page, an absolute link to that CSS will be inserted.

For a page containing PHP you will probably have to run the PHP application to view the page properly because the preview does not run PHP.

PhpED does not have an interactive HTML style designer. Those sorts of designers often don't work well (or at all) with many PHP applications, particularly those based on frameworks

I feel that PHPEd has made designing quiet easier. Designing CSS is also easy in this.
