in uestudio it is right
but in phped, there are garbage characters as chinese character

Sounds like an encoding issue. PhpED might be defaulting to a different encoding than uestudio.

With the file open in PhpED, on the bottom status bar there are some indicators such as INS | CAPS | NUM. To the left of those is the file encoding and UTF-8 is a common encoding. You can click it to select a different encoding.

Does the XML file load correctly? If there is an encoding issue it is possible that the characters that are displaying incorrectly might also not be valid XML.

don't forget about double-width fonts. You have to uncheck "monospaced fonts" and select appropriate font that contains chineese. See tools->settings->editor appearance.
