Import / Export of PhpED settings to a file.

It would be extremely useful to be able to save all of the settings in PhpED to a file which can be restored if my computer crashes and also if I want to move PhpED to another computer.

A lot of settings can be moved if you know which files to copy, but adding it to the UI would be very handy.
