Can't save project specific debugging settings

I'm trying to set the Debugger code page to UTF-8 and other settings, using the Debugger tab of the project properties, but I always get back the default settings.

I'm using PhpED Ver. 7.0
I didn't have this problem before, while using 6.X version.
