Can I turn on or off non-printing characters such as the EOL character?

If yes please explain how to get to the option. I hope it is in Settings.

Yes you can, what you are looking for is in the settings under IDE > IDE Shortcuts. Under the "View" item there is a Show Hiddem Characters that you can assign a shortcut to.
Also if you have a file open you'll have a smaller toolbar on the left to do word wrap and so on. The "reverse P" is the toggle you are looking for. I personally prefer the shortcut
