DBG problem

I installed DBG 2.11.23 on w2k with apache and php 4.3.2.
When I access any php page when listener is not started or is stoped, it returns:
DBG
Failed to start debug session
reason:
failed to establish connection to client host on 127.0.0.1:7869

So I can't access php pages without debugging.

Can anybody help?

Make sure that DbgListener is running.

Maybe I expresed it not much clearly.
The behaviour is following:
When the listener is running and started my ide (se) debugging php pages, ok.
But when I stop the listener (running but stoped), it returns
DBG
Failed to start debug session
reason:
failed to establish connection to client host on 127.0.0.1:7869.

I think that when listener is stoped it should normally process the page without debugging.

no it should not. If you run a script with debug session request dbg attempts to start debugging. If it fails to start debugging it clearly informs you about the trouble.
should be noted that SE can not run scripts w/o debug session request.

You have a debug session cookie sitting in your cache. delete it.
