afaik, passwords are not stored, only their hashes. You can use htpasswd.exe to set new passwords to existing users or add new ones.

ok i used this tool to create the password file - now what?

also - what is the default user and pass that techplatform gets installed with>?

There is no such thing as default password. The password was asked while the product was installed.
Regarding "now what", tools are used to create files with password hashes. Once the file is created, you can use it accordingly. Please check Apache manual

If you look at *.conf files in Apache's conf, you will easily find "AuthType basic" and all the settings around. That's how authentication is set up in TechPlatform.
