cookies lost after page executes

I have a shopping cart with the cart items in a cookie. The page adds the items to the cart then redisplays
the cart. After redisplay the cart is always empty. This is not occuring on the real server, but inside the debugger.
As soon as the page is printed, it appears with empty cart contents. Why would I lose my cookies without explicilty
clearing them.
