Is there a way to get a command line pane in PHPed?

I'd like to have a command line utility as follows so that I can more quickly manage versioning.

yes you can run any commands and bind them to shortcuts -- see Tools->Settings->Integration. Executables like .exe or .cmd or .bat should be set with "Execute With" => "Shell".
