Error (13): Permission denied

i am trying to run NuSOAP Samples on my web server but getting following error:
Error
wsdl error: HTTP ERROR: Couldn't open socket connection to server http://www.scottnichol.com/samples/hellowsdl2.php?wsdl&debug=1, Error (13): Permission denied

Can someOne please help me how to fix this permission error. I am using PHP 5.2.1

I'm not sure what you're expecting to get from Scott's site. Perhaps you want to check with your own server. In this case you have to update the URL accordingly.
