Breakpoint isn't available!

Hello!
I done correctly all sequences in phpED's help.
Everthing is normal but breakpoint isn't available.
In other words, if I set a breakpoint to debug module and run it, an execution don't stop and skip the breakpoint.
Why is it?

Envirenment: php5.2.6, apache 2.2.10

I am very busy. Help me!
