I'm useing eval phped 5.6 and when you place your editor tabs in a given order and drag a single tab from left to right, it scrambles the order of the other tabs. I have 5-6 php windows open and 2 terminals. Grabbing any of the tabs and moving left to right completely screws up my tab order. Would be nice if it didn't do that.

probably you misunderstood the concept.
IDE keeps Z-list order of the tabs.
In other words, two distinct Ctrl-Tabs will switch you between current file and the most recent one. It works exactly the same way as in all MDI applications (non-tab based) or Alt-Tab for the windows.
If you used to previous behaviour, feel free to turn MDI-style file tabs switching in the IDE settings.
